Anyone else getting what I can best describe as refresh rate lines when the camera app is first started?

They scroll left to right and seem to stop after a couple of seconds.

I do, but only under certain type of lighting...flourescent etc, maybe...thats the only time for me

You will see them depending on the light ...
Most cameras have that, and it's due the frequency of the light and camera... Super normal, nothing to worry about...
In fact, try to record a monitor...

I've had an iPhone 4s, Iphone 5s, Galaxy S4 and not one of them had that issue. I really don't think refresh bands showing up in photos should be considered normal.

It all depends on the photo settings and the frequency ...
I've never had an iPhone, so I'm used to that..even my canon s2 and s3 can produce photos with banding if conditions are right.... On the x, try playing with hrd settings to see if it improves, not sure if the camera has something like 'indoors' settings..
