Why doesnt anyone write an app that lets a tablet control and view a phones screen...like go to my pc for android devices.

It does exist, and not just one. For Samsung devices it's SideSync, and there's also a couple 3rd party options but I really can't remember the name of (I use Samsung stuff, so SideSync has been my go-to tool for a while). I believe one of them is made by the Cyanogen team.
