Remotely Hacked Galaxy S3, no matter what I do they keep getting in.! HELP

Wheres a question for you. Maybe someone can help. For the past 2 years my wifes ex-husband has been remotely getting into both of our phones. He has manipulated the texts and re sends to my wife to make it look as if Im having inapropriate conversations with other women. Which I do not do. He has got access to my gps, photos, camera and microphone. He has sent texts to my wife that disappear after a few seconds. I have switched phones from iphone to samsung galaxy, it does not matter what phone. He is able to get into it it a matter of days. Resetting does not work, and changing sim cards does not work. How is his guy always able to access our phones. I know he has ties to LE. I want to catch him doing it so we can press charges, this guy is a real psycho. He cant get over the breakup and it was about 4 years ago. And no I had nothing to do with their divorce, I came around after the fact. Can someone help, I seem to have tried almost everything. Thanks
 
Tried changing phone numbers? Account numbers? Carriers? (I know that one may be hard to do) If using a smartphone, changed Gmail accounts/passwords? Tried calling your carrier to assist you? They may actually be the best source as they should know how to stop anyone circumventing their own hardware/software.
 
Alert the police immediately. If then do as the previous commenter said. Then, if that fails. Go bust his hands really really well. Then believe me, he wont be hacking anything. But that's probably not your best way to go. Perhaps. Get a completely new sim, prepaid under a different account/carrier. Then get an older model phone. I'm talking a Pre-3G phone. It should tide you over until your problem is resolved by the courts/police.
