Restart Issue "Android is upgrading..." Everytime

this is happening to me now
not always consistent number of apps being 'optimized'
sometimes it's 200+ and sometimes it's like 46
what's up with that?

i'm doing a cache wipe now to see if it helps.

You didn't happen to switch to the ART runtime? If so, that optimizing of apps on restart is a known issue.

can someone help me I just switched to ART and my phone just booted finally and then ,a popup of an error saying systemui has stopped over and over again nonstop
I would appreciate it if someone will help me.

Hello, I'm using LG L70. Yesterday I just switched to ART run time mistakenly. From there my phone says
" android is upgrading " sometimes it is optimizing 56 apps, sometimes 66, and sometimes 148. From last four hours it is showing as starting apps. How can I fix this

My RazrM did it which prompted me to get a Turbo. Only happened after software upgrade.
Please don't do it to my Turbo on next upgrade!!!

Dear All.
I've booted my Samsung galaxy ace 4 and it gives a notification of SE time and again(SE for Android has been turned off restart your phone to reset your security settings)
can someone fix it. Also I want to get back my phone from developers mode.
