Ringtone volume fluctuation

The incoming ring volume changes in waves. One ring high then low and high again and so on. After a call the ring volume may stay down, making the next ring muted. It is happening since the upgrade to Mm. Has anyone seen this?

Welcome to Android Central! Does that happen regardless of the ringtone you choose? Have you already tried wiping the cache partition? http://support.t-mobile.com/docs/DOC-10404

Had mine set that way for awhile... Settings was under Accessibility > Answering and ending calls
