When loading a new rom onto my galaxy s5 will I have to reactivate my contract or will it be already done??

You mean from your service provider? Cause if so it won't take you off your wireless service provider just by flashing a Rom.

So when going through the setup of my cleared phone it will recognize it and just sync back with at&t?

When you clear your phone back to factory reset or anything of that matter you.do not lose your service with your provider. I have VW and after flashing roms if I happen to wipe everything on my phone, I still have the service and it sinks all my information back to my phone. Check the Rom or root process you are trying but it shouldn't disrupt your service.
