Yes it is fast 3g I believe HSDPA+ are you on the 3 network. It is a little slower than LTE (4g) but faster than normal 3g

It is a pretty popular setting on the 3 network. We get the H+ symbol often. 3 uses networking differently from some other UK networks. I have been with them since around 2003 not long after they launched. They have no 2g spectrum at all. Before 4g was fully rolled out companies like EE used their 2g networks to create a pseudo 4g spectrum. But 3 network had none. So they boosted their 3g network to make it run as fast as possible and this is known as H+. They eventually bought some 4g spectrum and boosted their network to LTE. But sometimes when the network is busy speeds may drop a little and your phone will be accessing H+ instead.

To be honest H+ is almost as fast as the slowest 4g speeds, so you may not notice any difference in streaming or Internet access, but you will see the H+ symbol on your screen.
