S10e Default Camera erratic frame rate?

Good morning! I've been using my Galaxy S10e and love it for the most part. However, a lot of problems have been coming out of various camera apps. I've paid for multiple apps that have an awful time capturing, file format issues, and allowing any kind of decent video quality. When I discovered the Pro Video option in the default camera app, I've been getting much better results with that except for frame rate. When I want to simply record at a static frame rate of 29.97, I can't. For my latest video project, I exported all four video files over into Premiere Pro, and their displayed frame rate shows them each stacked at:
30.03 fps,
30.00 fps,
29.81 fps,
29.69 fps,
So I'm completely at a loss as to how to adjust this in my settings to record at 29.97 fps every time. Paid camera apps have done the same thing, and their quality is garbage so I don't have plans to keep hemorrhaging more money for more crappy apps. I'd really like to just figure this out. Any thoughts? Thank you in advance!

Neither am I anymore. I love the built in Pro Video option, I just have to get this frame rate problem dialed down. Thanks again!

I wasn't meaning to send you another message, I am trying to just make another general post to alert the main forum, that it has been nearly 3 days with no response on this. I've obviously tried resetting it. So far I'm not having a good experience here, and I just need someone who knows how these phones function. If no one knows, it's better that a large array of them come forward and simply say they don't know, otherwise, I have no way of knowing if this is reaching anyone beyond you. As I said, I'm not trying to send you more messages, I want to speak to people that have used the S10e.

Understand, I put you in correct forum, as you had 345 views so far, if no one will come through I will try help you figure it out, I'm experienced Samsung member here, so I have the s10+ and Note + phones. The s10e stock camera app have both 30fsp and 60?
Reset, did you do this in camera app settings or long press tap info and scroll to storage clear data, cache and force stop?

Are you saying you see glitching between the different frame rates?

Whatever is causing this, that's not it. You can know that I've made extensive attempts at things like that and it hasn't resolved the issue.

I suppose glitching could be one word for it, but yes. Because the frame rate is not exact for all clips, there is skipping in the footage of my projects.
 
Yes, I have old files that ended up recording at 60.10, and 58.89. I have no idea why it does this, but purchased app or not, I cannot get it to record at 29.97. The phone chooses a frame rate close to that, and randomly records what it wants every time.
 
Since video is so important to you (obviously) I would suggest getting a real camera that has a emphasis on video
I realize this doesn’t solve your immediate problem, nor answer your question directly, however it seems quite obvious that you’re getting no where fast and really getting bent.
