S3 mini charging question/problem

My mum has an S3 mini & I gave her my portable charger to charge her phone if the battery got to low. During work she connected it & phone was charging fine. When it got to about 95% charged the phone kept making a beeping sound every few minutes. It's the same sound as when you connect the phone to a charger so it sounded like it was charging then stopping then charging etc. Any idea why it done this? My phone doesn't do this when I use it but I have an S4.

It could be a bad connection in her charging port or bad battery in her phone, but it's not really possible to diagnose a problem like this without having the phone in hand. (One phone I got for repair wouldn't charge. The first thing I did was take the battery out and measure the voltage at its terminals. If I couldn't do that I might have diagnosed all sorts of problems, when all it needed was a forced charge.)

When charging it with the charger it came with it doesn't do that beeping sound only when you plug it in which is normal.

Check the output current (Amps or mA) on both chargers. (You'll probably need a magnifying glass - I think they invented a new tiny font to put that information on the label). If your portable charger has very little current available, compared to the S3 charger, it could do that. Also, if it's not a Samsung charger, the phone thinks it's being charged from a computer, not a charger. Samsung shorts the data pins in the charger (since they're not going to be used anyway) to signal to the phone that it's on a charger and can draw more current that it can from a computer USB port.)

On the official charger all I can see is INPUT: 100-240v ~ 50-60Hz 0.15A
OUTPUT: 5.0v == 0.7A

The power bar says
Capacity 2600 mAh
Output 1A maximum
Input/output 5V
