S4 stock SMS in notification panel

How come it's not possible to expand the stock SMS notification on the S4, and have the "reply" and "call" options?
I thought any device with 4.2 and up had that feature.

If I use a 3rd party messaging app, it works though

Ok I asked around and checked different forums, and it doesnt seem to be specific to carriers setups
