I've tried safe zone no joy so now I'm trying wipe cache partition and it says it can't be done any suggestions

Have you installed any apps lately? Especially side-loaded ones? What about an SD Card? If you have one, try removing it (might be corrupt and causing the reboots).
Sounds like malware. Enter safe mode. Boot by inserting the battery if need be. Then, factory reset.
