Safe Mode

I'm trying to enable "safe mode" on my HTC One. While my device is turning on (loading), I press and hold volume down until system finishes loading. The safe mode watermark appears on my bottom left screen, but 5 seconds later, my phone reboots itself, this time without safe mode enabled.

I've tried to enable safe mode and few diff ways, all get me to safe mode, but my phone still reboots itself after a few secs and safe mode goes away. Here's what I've tried:
  • Power off, Power on and hold volume down until system loads
  • Press and Hold Power Off, Press and Hold Shut down, Restart
  • Press and Hold Power Off, Restart, hold volume until system loads
  • Power off, Power on, Press and hold both volume "up" "down" until system loads

Can anyone tell me what I'm doing wrong? I made sure I didn't have "Fast Boot" checked under my power settings. I'm just trying to figure out why phone stays on safe mode for only a few seconds.

May I ask why your trying to enable safe mode? Usually this is only used to troubleshoot or resolve some sort of problem.

In my few years using Android I've only seen it 2 or 3 times by its own doing and not intentionally.

Sure :)

I'm having issues with the camera. HTC has asked me to use my phone under safe mode for 24 hours to see if the problem might be a 3rd party app.
