Samsung Galaxy note 5 not receiving call

I had my prepaid AT&T Samsung Galaxy Note 5 for my travel to India. In India, I used a Jio SIM which requires VOLTE to make calls.

Since VOLTE cannot be enabled in prepaid AT&T phones, I used an app (Jio Call) which directs all calls through the app.

After return to US , I am having following problems --

1) Incoming calls are missed most of the time (it rings occasionaly)

2) Outgoing calls take very long to connect .. it is often more than 1-2 minutes to connect

I have uninstalled the App that I was using in India, disabled Hangout.

Anything else short of Factory reset ?
