My screen lock does not work. Only allows me to swipe, which is UNSECURE! It will work the 1st time after I restart my phone ??

Do you have smart lock enabled? If you do and set it up for your location it stays unlocked till you leave there. So if smart lock is set for your home address, when you're at home it'll be unlocked. Then it will stay unlocked till you are about 80 meters from the smart lock address. I have smart lock setup for the bluetooth in my truck. When its connected to my truck its unlocked.

Its because it's not locked. In settings go to lock screen and security settings. Choose Smart Lock settings, enter password then at top choose Smart Lock Time. Choose lock immediately after screen goes off and lock with power button press.

You may have the lock screen bypass turned on. That allows you to skip any security feature you have enabled and go straight to the home screen.
