So i was out with my cousin while our mobile phones are connected to the mobile network i saw his phone has LTE and mine isn't. We have the same network but different phone (he has ip5) it is said whwn you are connected to LTE there's a 4G shown on top but mine it is always H or H+ shown even though our area has LTE

Every phone has different radios in order to connect to the network. (some better than others)
the phones construction also makes a difference.
your settings could be off....
or you could have a faulty phone....
or it might just be too busy of a network in that area and the phone isnt wasting its time because it might be slower than H+
the list could go on and on....

My gs4 is 2 weeks old so i guess it isnt the case. As for the settings i only enable mobile network and connect it to LTE/GSM/WCSMA right?

Yes LTE = 4G GSM = 2G (edge) WCDMA = 3G
Sounds perfect

Do you have a case on the phone? this could cause issues too.
