Assuming you are in a 4GLTE area on Verizon and have VoLTE enabled, does the person on the other end of the call also have to be in a 4GLTE area for simultaneous voice and data to work?

If you turn on the advanced calling, you can't have ring back tones...it said they are not compatible. I have Verizon...why does it have to be one or the other?? Ugh
