In the quick settings night shade drop down, you can not change the order and choose the buttons to include but you can select the grid configuration. I changed mine to 5x3.

I'm confused on what you meant here, you mentioned that you can't change the orders and what to include for Quick Settings, is that right? What provider do you have? T-Mobile here and I have the Button order just where you go to change the Button grid, just above it.

Maybe this is carrier specific, but I can definitely arrange and rearrange the quick setting buttons in the notification drop down. Same way it's pictured a few posts above. Not sure if you may be talking about something else.
