Samsung Moment doesn't vibrate

I got a moment for my daughter however when she lowers the volume to vibrate it will not vibrate when she receives a text message. I have looked at all the options for messaging. Even phone settings. Anyone have any suggestions?

I too have noticed this is off and on. The vibrate does not always vibrate, guess this is just an issue with the Moment.
