Samsung Note 2 restarting when there is sim card

[AC Question]

Note 2 has set reset to factory default and using a new battery. New battery used for the initial diagnosis that due to battery, the phone is restarting once battery down to 40%. Now it has new batt, and it doesn't restart with no sim. With simcard, it boots up on its own.

Welcome to Android Central! Sorry, I'm not sure I understand. Are you saying that the phone works fine if the SIM isn't inserted, but once you insert it, it reboots repeatedly? Have you tried a different SIM card?
