Samsung Note 9 from China and I don't get most notifications.

I purchased a Note 9 from China and using it in Canada full-time. I have two issues.

First is notifications. I don't get notifications from most of the apps that are banned in China but we use a lot in North America (Whatsapp, Outlook, Linkedin etc..) I have checked if the notifications are blocked but they seem all are allowed.

Second problem even though I set up the phone language as English and figured out to install Google Play on a Chinese Samsung Note 9, I still get some Chinese notifications especially when make/receive a call. Is there a way I can turn this phone totally North American version, not China version? So I don't have to deal with Chinese characters and use the app freely as I want to?

Assuming it's actually a Samsung phone and not a Chinese copy (check the things on visihow to see).

If it's legitimate, you may be able to flash an English language CSC file.
