Samsung Note 9 shutter sound can't disable permanently

Hi, I knew I can remove the shutter file before Lollipop. Now I can't remove it from my Note 9. It's so annoying when I took pictures friends gathering, especially in the restaurants. Mute all function just a temporary solution, often I forgot to switch back to normal. Anyone successfully remove the file to disable the camera shutter sound? XDA forum so far no one knows the methods because I posted this issue and no answer.

Should be in settings of the camera app

Use the Routine app to set the phone to vibrate when in camera. It will auto reverse to previous sound profile when you close camera app

Wasn't it also carrier dependent? I use AT&T and I can just turn the shutter sounds off. I do know that other Carriers disallow that. Privacy concerns or something like that.

It's possible , carriers can do that

I thought it was also some countries that didn't allow it.
My phone is on silent since I wear my watch a lot. However I'm on Tmobile, usa, locked, and it did allow me to silence mine.
I opened the camera, chose settings, shutter sounds and silent toggle.
