Samsung Note Safe mode changed my settings

I have a Samsung Note 8 and something unusual happened when I just rebooted my phone in safe mode.

I've restarted my phone in safe mode before and have not had this happen before. But this last time my apps greyed out (as expected) but then they started disappearing. I checked the settings and they were still installed. So I restarted my phone to exit safe mode and my apps were all rearranged and my background defaulted to the Samsung default instead or my picture.

Any thoughts?

yeah, that happens. it's annoying as I also have to reset all my widgets.
