Samsung notes did not backup notes that are locked

[Android Central Question]

Before i do a factory reset on my j7 prime, i made sure that i have backed up all my files including the "samsung notes" app on my samsung cloud. But when i finished resseting my phone, only the unlocked notes were able to sync from my cloud, and not the locked ones. Is it normal? And is there a way to recover it? Thanks
