PROBLEM SOLVED!!! I did a factory reset (didn't restore anything from a previous backup, Google or Samsung) and downloaded the apk file from APK Mirror:

SUCCESS! I added a card and it looks like I'm good to go. I tried this yesterday, deleted the app and sideloaded it from APK Mirror, but didn't factory reset.

Now I have to set up my new S9+ -- AGAIN -- this will be the seventh time in three days!!! LOL! Thanks for the info in this thread... it kept me determined to figure it out.
@manomic -- I hope you can fix the issue as well...

Not to be a downer, but basically, you didn't really solve the problem, you just went around it. The legit version of Samsung Pay still didn't work for you. I wouldn't trust anything from those APK download sites, but that's just me. Especially something with payment data. Yikes.
 
Well there's an updated app in galaxy apps store now, installing it solved Samsung Pay issues. Got it yesterday. Samsung pay is all good.
 
I have a U.S. unlocked S9+ on AT&T and Samsung Pay is working fine. It just worked perfectly out of the box. No issues whatsoever.

Unlocked and AT&T, Samsung pay works flawlessly. I set up my s9+ as NEW phone (didn't restore from previous backup)
