Is Samsung Pay like Android Pay and TD Mobile where you HAVE to use a credit card and can't hook it up to your bank card or TD Debit Visa?

It depends on where you are (apparently Canada can only add credit cards) and the banks that support Samsung Pay in your region (furthermore, each bank can impose different restrictions on some of their cards, so for instance, while Bank of America is supported by Samsung Pay, not all of their cards can be added). Most major banks, at least in the US, I believe, are on board and most cards work.

I don't know where you are or what bank but I'm in California and Wells Fargo added my debit card with no problems.

Boom! Well, I can't say for certain, so just try it... but another user here had stated that Canada only supported credit cards.

From Samsung Canada's page, however, it seems rollout there is still ongoing and there's only support for CIBC Visa Cards, with restrictions.

*CIBC Corporate cards, US Dollar VISA, Prepaid VISA and Petro-Points MasterCard cards are not eligible.

Yeah. Bank companies here want everyone on credit card , so they will never support debit cards. Or when they do it will be from pressure.

Samsung Pay in Canada doesn't yet support debit cards as noted by others however Android pay does. I have my CIBC debit card set up on Android Pay.

Android pay doesn't support to debit cards. They want you to buy/have. A credit card and use their own app
