Samsung S4 isn't charging and Android is trying to reset on reboot

When the phone was turned on, the device wouldn't charge. It would vibrate when you'd plug it in but it wouldn't charge at all. Then, upon reboot, it went to a screen with BIOS functions up the top, the android logo in the middle and the something along the lines of please wait.

Is the phone just dead or is it salvageable?

Welcome to Android Central! Sounds ominous. The easiest thing to try first would be a new or different battery. If that doesn't help, then see if you can boot into Recovery and either wipe the cache partition or do a factory reset: http://support.t-mobile.com/docs/DOC-5744
