If you're using Lollipop or the latest versions of KitKat I believe, the SD card has different restrictions than before, and if the app you are using hasn't updated the way it writes to SD cards, it won't be able to do so. Basically, now apps can't write/modify stuff from the SD card unless it's inside a folder created by the app itself. For instance, you should be able to save torrents to a folder created by the uTorrent app, BUT not to a different location created by you or to the Downloads folder (unless you're rooted and you've hacked your phone to allow full access to SD card to all apps).

That, or your SD card could be corrupted/damaged. I'd try switching SD Cards to see if this is the case.

No i just downloaded on pc... As not know if possible create folder on sd card with uTorrent app... :(

It would be up to the app then. It needs to be updated to be able to work with SD card's new restrictions in Android. But if it IS updated and it still doesn't work, I'd try a different card. Maybe it's damaged or write protected.

Card worked 100% on s3 as is original samsung card. But on s4 not all aps can use sd card. Like mx player cant delete files on sd card...

Yup, newer Android versions restricted SD Card usage for all non-system apps. It's more of a hassle, but it's more secure. Also, even though a card worked in another phone, it can become damaged. And in my experience, especially in Samsung phones, they often do.
