How long has this been around?

Settings -> Display -> Advanced -> Screen Attention

And, how does it work? Does it wait until you stop looking at the screen and then initiate the regular screen timeout timer?

To allow you to shorten your screen timeout to save battery

Yes it works.
Yes it waits until you're not looking at the screen to start regular timeout.
I use it because the screen timeout is so fast.
