Screen Brightness too Dim at highest Brightness Level

Both my brother and I have the HTC One M8, and have had them for a few years now. I only recently started to try to use it with apps where someone at a store needs to scan a QR Code that's on the screen. I have manually turned the Screen Brightness up all the way and they still have issues scanning it. When I compared it to my brother's phone with the screen brightness manually turned up all of the way on his too, I noticed that his was a fair amount brighter than mine. He has had no problems wih people scanning QR Codes on his.

Has anyone encountered this issue, where the screen brightness is not as bright as it should be? Any solutions other than replacing the phone with a newer one?

I have not installed any screen-dimming apps that I am aware of. Do you know of any apps that do this without it being advertised as such? Maybe as a side effect of what the app is supposed to be for?

Try Safe Mode first -- if the problem persists, then it has to do with either the firmware or hardware, rather than a 3rd party app.
