Has anyone noticed their screen dimming whenever you pull down the notification bar and go to the quick toggles? I noticed it when viewing a Web page with a dark background.

The background screen dimms when you pull down the notification bar or quick toggles by design.
However, sometimes if you are in a dark environment and looking at a white screen, the light sensor will pick up light from the screen slightly to cause it to increase the brightess of the screen. Once you pull the quick toggles menu / or notification panel, this causes the web page you are viewing to dimm by design, thus possibly redusing the overall screen brightness as the sensor is picking up less 'screen light' if you will.

I've notice this when switching between apps with bright white screes to darker ones.

So it's not a flaw or anything? I only noticed it at night when I don't have my light on.

There's no way to control it?

I'm not able to tell if it is an issue with your phone, or the phenomenom I was describing. My guess is that it is OK.
The only thing you can do to avoid this (if everything is OK with your phone), is you can dissable auto brightness and set your screen to your desired level. Another thing you can do is run the HTC hardware test, particularly light sensor test. You can find it under the HTC help app I think.
