Screen Overlay Detected Error- Won't Go Away Even After Attempted Fix

Hi there,
I still receive the Screen Overlay Detected error, anytime I try to attach an image, whether that's on facebook, instagram or my messages, this also happens with contacts in Whatsapp. I've tried shutting off all the apps in the "Apps that can appear on top" but to no avail the Screen Overlay Detected error still comes up. I uninstalled Twilight which is the only app that I have that does the screen overlay, and I have turned off Messenger. Please let me know if you have any idea on how I can fix this! Thanks for your time!
