Go to Settings/Apps, press the menu at the top right (the three vertical dots).
Press "Configure Apps"
See "Draw Over Other Apps"
Tap on the App you want to disallow the permission to draw over other apps - probably the last one you downloaded before this problem occurred.(The "blue light filter"?)
