Screenshots pop-up edit photo setting

I turned off / disabled the ability to edit screenshots directly. Can still edit from notifications but... how do I turn on or enable it back again?

I've looked through setting apps special usage and other places but can't find where a system notification is handled.

Seems like it should be simple, not hidden or complicated - it impossible.
