"Searching for GPS" in Jelly Bean?

I upgraded to JB a few weeks ago with no problems. Google Navigation worked after the update but a couple days ago when I tried to navigate it calculated the route fine but then just says "Follow the route" on the top and "Searching for GPS" on the bottom and never goes into the navigation. This used to happen every so often and it was always fixed by rebooting. I've tried rebooting, reinstalling maps, resetting AGPS data with GPS Status and GPS test apps, battery pull, and sim card pull. I finally got desperate and did a factory data reset and it STILL didn't correct my GPS issue. It refuses to get a lock and navigate.

Any ideas? Did my GPS chip go bad or something?

My Galaxy S4 is doing the exact same thing.

My HTC one does the same thing, can't lock onto GPS. tried with the "GPS Status" app too, same result. been on the phone with about 5 different HTC reps all morning to no avail. was told to go to AT&T store and the guy there basically told me there's nothing that can be done. just switched from iPhone 4, never had this problem before. hopefully it's not too late to switch back to iphone...
