Secondary Characters on GBoard for Tablet Different from GBoard for Phone

Running a Nexus 7 (2013) and a Moto Droid Turbo but I presume the problem would be the same for any tablet and phone. The problem is the secondary characters (symbols, punctuation) you access by long pressing on alpha characters are in different locations on the GBoard for my tablet vs. the GBoard for my phone.

For example, the quote symbol " " is above the v on my tablet, but is above the x on my phone. The colon : is above the n on my tablet but is above the v on my phone. Percent %, asterisk *, and other symbols are in differing locations as well. Curiously the middle row of the keyboard is exactly the same. Madness.

Has anyone else noticed this? Why do they do this?
 
Not sure, but it's one of the reasons I ditched Gboard, apart from not having a practical split type tablet layout.

I found a work around. Long press on the period brings up frequently used punctuation marks and symbols, and they are in the same location on both devices.
