Secure Startup - trying to ENABLE to require PIN does not work/keep settings

Trying to enable Secure Startup to Require a PIN; click radio button, asked for PIN, enter PIN, select Next. Screen returns to settings screen, it does not prompt for reboot and setting is not actually changed (still set at not required).

Maybe also associated is setting for "Secure lock settings" upon click, it prompts for PIN, pin entered, Next is selected, and it asks for PIN again, and this repeats and repeats... until tired of entering valid pin and next, and then cancel twice to return to main settings menu.
 
When you set up the secure settings, you enter the PIN, then you enter the PIN again. If you can't do that, you haven't set up a PIN. You have to give it the same PIN both times. (That's to check that you didn't make a mistake the first time.)
 
I am having the same problem - it started after a recent OTA upgrade from AT&T. Secure Lock Settings keeps prompting me for PIN (or Pattern or Password - no matter what it is changed to). I know the PIN (or Pattern or Password) works because it allows access to the phone. However, unable to change the idle time before lock etc. because "Secure Lock Settings" appear to be not working after the upgrade. Also, the unlock of the phone takes longer than usual that sometimes the phone locks before it even finishes the unlocking. Bizarre....:mad:
 
Looks like I was able to resolve the issue myself. I went to Settings, Developer Options, Under Applications clear "Do not keep activities" so that the button is greyed out. I stumbled across it when trying to add fingerprint where it said "could not be added due to developer options settings". Worst backwards logic option with worst implications ever...
