Security help please

So I recently changed my screen lock pass from a pattern to a password and now I want a pin. But I cannot change my lock screen pass, it just says everything but a high strength password is locked by administrator, encryption or device. How can I change this? Also screen shot attached

Did you happen to configure work email on it? That can often cause lock-outs on those settings.

No just my personal email, I can't even reset my credentials as its also locked out, I have deactivated he admins and turned them back on and still nothing.
