If you are purchasing unlocked then the updates should be immediate once HTC has released the update. The only time updates are delayed is if you purchase a locked device. Make sure both devices, whether from Amazon or HTC, is unlocked.

I don't think this is as simple as you put.
I bought an unlocked phone @ebay. Phone came with Chinese (or similar) default screen screen. Updates were not occurring. You can check:

Updating my post. I bought a replacement unlocked phone directly from HTC here in the UK, via Digital River.
Just arrived with SW version 1.95.401.3 Patch "1 August 2016" and there is an update ready to download 1.95.401.4 (61.4MB).

In the end both phones have same Patch level but different versions: region related?
