Sending animated GIFs via MMS

The new animated GIF feature is neat. However I noticed that, while it creates the file ok, it seems there are 2 things to work through:

1. Seems hard to select which part of the video gets created to make the gif. Is it automated or somehow is there a trick here if I want to start at a certain part of the video?

2. Sharing that gif via MMS is not working presumably because the file is too big? I am shooting in default video of HD and the resulting GIF is 12 MB. That's probably the issue. But is there a way it can downsize automatically to share via text message? Per Verizon's website max MMS should be 1.2MB. I want my original HD video as source video for archives but want to send automagic GIFs that are downsized for MMS. Looking for guidance here.

Not sure about reducing file size but I would suggest pausing the video just before whatever portion you want to make into a gif before opening up smart select. That way by the time you start playing it again and pull up the window you'll be where you want to be when you hit record.
 
See if reducing the Screen Resolution - Power Options - then do the gif again, see if it makes it smaller.

I finally got it to work! Edited it down to a 1.01 GB size. Sorry this one ended up weird lol but figured it out
