If you've ever used Google Messages,or Android Messages as it's called now, it works the same way. It's irritating, but you need to have a message thread active with the contact and assign the custom tone to the thread in messages, not in the contact editing page.
Open the thread, click on the 3 dots on the upper right and select notification.

well yes but... all I can find is lame preloaded notification sounds. How can I find custom alarms and notifications? I see my custom ringtones in the contacts section but nothing in notifications. Does anyone know what folder those are hidden away in now? Used to be called alarms and notifications but clearly that was way too usable ??????
For Notifications you can download or record anything you want but this must be placed in the Notifications folder in Internal storage to enable you to choose it.
Ringtones can be set by editing a contact then choose ringtone then press 'add' on top right, then choose folders and find your required ringtone.
Yes that’s generally how I would do it by editing the contact. But even then when I pick the new ringtone and click “add” it brings me to a screen with “complete action using” and has sound picker (as well as one drive, drive, and office suite) and those go to hang out folders or music. If I click on Music it goes to hang out folders lol... LOL. If I go to folders there is music and ringtones but when I click on those they go to over the horizon of the default Samsung music if I click on ringtones they go to hang out.
Edit to add. I think the trick is is just clicking on the one you want and not click on the add above. The add above is for adding soundtracks to the ringtone from a file folder. I had to Google to find that out LOL. Because every time I hit add it was going elsewhere
That option is just for previewTap on the “in app notifications settings” option at the bottom of that screen and check the notification sound setting there.

Thanks i don't know how I missed thatOh I see what it is now. The screen you posted is the setting for general notifications. Go back one screen from there and tap on new message notifications, set your preferred sound there.
