The correlation is that they're both steps backward. Phones use on-screen buttons to cut costs. There is no other reason to use them.
If it was a cost issue, then why do capacitive buttons dominate in the cheapo/burner phone market? Those things cut costs everywhere they can.
Cap vs On-screen is simply a design choice... I think the difference in cost is negligible either way... expensive phones use cappy buttons, cheap phones are on-screen (and vice versa).
