Serious issues while making calls.

It just started tonight when I try and make a call to sombody maybe 1 in 3 it will start to ring and then static. Not a lot of static but enough to be anoying. I have tried a data reset. And whats funny is it never happens on reciving calls. Also seems to be only to people with at t. Is it my phone or other?

I have now confermed that it has happend to only three people all have at t. Could this be a AT T issue and not my phone?
