Set CPU and others... really needed?

I know what these kind of apps do, regulate the clock speeds in the cpu according to demand. But doesn't the phone do this regardless?

Does the cpu run at 1000Mz full throttle until the battery dies if you dont have some kind of setcpu app?

I am on sc 2.9.2 and the latest Jt Kernel.
