How do I do this on the S4? Or can it?

If you mean focus on one area of a scene and use another area of the scene to set exposure, I'm not sure you can do that, or at least not easily. Presumably spot and center weighted metering are both tied to the center of the camera screen, and not necessarily to the focus point, so you could try centering the camera view over the area you want to use for exposure and tapping the screen where you want it to focus; that might work.
