Setting wallpaper issue

When I try to set the wallpaper from a picture from the gallery, it asks me to crop or whatever with the blue grid which I assume indicates portrait and landscape. I place it where I like (filling both blue boxes) and no matter what, when in portrait the picture is not centered and there is a four-ish inch black bar from the bottom of the picture to the bottom of the screen. I've tried all sorts of things, but nothing works. (And I am trying pictures larger than 2560 pixels tall and wide)
