Settings menu won't scroll up

Hello all. Recently the settings menu on my Galaxy S7 (Android 7.0 recently updated) scrolls all the way to the bottom automatically and get stuck there. Won't let me scroll back up. This only happens in the settings menu and its sub-menus. Doesn't happen in any other app. I initially thought it was due to my screen protector but that hasn't changed and does not affect any other apps.

Some help on this issue would be greatly appreciated. Thanks.
 
Having played with this further I have been able to recreate the problem & for me this worked.

An easier/quicker way of fixing this problem is to go to Tab view/using the spen hold it to the left tab Personalise and tap it until that screen stays in place/now go to Accessibility and scroll down to Services/ Turn off App Cache Cleaner.

This should fix the menu locking problem.

I then went to Smart Manager and used it manually without a problem.

If you cant trick it to move in Tab View you will have to re start your device in Safe Mode to access Personalisation/Accessibility/Services
