Shortcut screen appearing when I press facebook chat shortcut

When I tap the circle facebook chat shortcut a screen appears that looks like a shortcut widget but it doesn't do anything apart from block the screen. It only goes away when I go into home screen settings. I can't seem to get rid of the messenger shortcut
