Shortcuts setting for adding or removing shortcuts on lock screen absent?

I wanted to remove one of the shortcuts on the lock screen but when I searched for the shortcuts settings in the lock screen settings, it wasn't there.
How else can I change the shortcuts on that lock screen?

I ran into this problem a few days ago. You have to set the lockscreen method to 'Swipe' or 'None' for the lockscreen shortcuts menu to appear. And if you have Smartlock enabled it won't appear either. I had to remove it then set up my lockscreen shortcuts then go back and reactivate Smartlock etc afterwards
