Shutter lag fixed?

The phone has one of those old time cameras where you use flash powder. Everyone can't smile because the shutter is laggy.

To me the bigger issue is that the focusing is inconsistent. One shot is great and the next is back focused. I end taking 2 or 3 shots and keeping the best one.
