Signal Strength Fluctuates

While sitting still in either my home or office(20 miles apart) the signal strength fluctuates constantly. 4G is turned off.

Is this normal? Can this be contributing to my battery issues?

This is definitely normal. My phone does this, but it is not likely that it would affect your battery. My iPhone didn't, but we all know why...
 
Don't all phones experience this? I mean, phone signals are wireless signals sent and recieved between the phone and the satellite, theres never gonna be a time when you will get constant signal.

Pssh, not the iPhone, but their signal bars are false so yeah.
